Are handjob legal under Canadian law?

It seems to be legal if it's offered for free, but the law is super vague on some points, like what constitute as a private place. Like it says it legal if it's done in a private place, but not legal if it's a place that's frequented by the escort for the purpose of sex, but does it need to be used exclusively for sex, or does it exclude place where you usually get a massage? I am trying to understand what the law says, but it seems that the cops won't punish people just for a handjob.
