Between June 1, 2012, and March 1, 2015, Moser frequently visited the Doll House in the 5000 block of Sharp Street in the Stemmons Corridor to pick up money and check on managers and employees. She hired women who performed sexual acts on clients, according to plea documents.
Employees posted ads on the commercial sex website Backpage.com to obtain customers for a "body rub" at the Doll House, the court documents state, but in reality, customers "would pay for and receive commercial sex."
Moser pleaded guilty to one count of use of a facility of interstate commerce in aid of racketeering enterprise and one count of misprision of a felony, U.S. Attorney John Parker of the Northern District of Texas said Monday. She faces a maximum penalty of five years in prison and a $250,000 fine. Sentencing is set for Oct. 26.
Parlor clients paid an initial fee to the spa manager, and a female employee then took clients to a room where commercial sex acts would occur, according to plea documents. Employees received a "tip" once the sex act was performed and the employee paid a portion to the Doll House each day, according to plea documents.
Kum Shugars, 68, a manager at Dallas Doll House, also pleaded guilty last month to one count of use of a facility of interstate commerce in aid of racketeering enterprise and one count of misprision of a felony. Her sentencing is scheduled for Oct. 12.
Allen Nash, 31, of Dallas has also been charged with one count each of sex trafficking of children, transportation of a minor to engage in commercial sex acts, felon in possession of ammunition, sex trafficking through force, fraud or coercion and conspiracy to commit sex trafficking. His trial is set for Monday.
Moser was arrested in August with 14 other women at eight suspected brothels, including Doll House, in northwest Dallas as part of the sex-trafficking investigation, authorities say.
During Moser's arrest, the task force seized about $420,000 from her home, $70,000 in her bank accounts and her 2015 Lexus.
Five of the massage parlors — Number 1 Spa, Green Spa, Home Town Spa, Dupond Studio and 7 Star Spa — were within a one-block radius of each other on Walnut Hill Lane near Harry Hines Boulevard. Two other massage parlors, Empire Spa and Gold One Spa, were in the 2000 block of Northwest Highway in a strip mall.
The parlors were busted after undercover agents visited. In most cases, an agent pretended he wanted a massage and paid the manager. During the massages, employees asked agents if they wanted to have sex. The agents then found excuses — including faking an asthma attack — to leave the premises.
The agents returned to the massage parlors in late August and arrested the managers and owners. According to affidavits, the brothel managers oversaw at least 21 women, some of whom police think were victims of sex trafficking.
In addition to Moser and Shugars, the women arrested were: Myoungsa Gilliland, 53, Dallas; Soo Jin Cho, 48, Dallas; In Sun Lee, 59, Carrollton; Un Hui Kamemoto, 55, Dallas; Yong Suk Lee, 65, Dallas; Yon Im Canapp, 58, Dallas; Un Toner, 55, Dallas; Jung Ja Hwang, 73, Dallas; Kwangsun Kang, 72, Dallas; Sun Williams, 64, Dallas; Im Gyeong Sook, 53, Irving; Suk Chong Freeman, 58, Honolulu; and In Cha Kennedy, 54, Farmers Branch.
