No witnesses including surveillance cameras.
No physical injury to the girl.
No DNA evidence.
No guardian or only female guardian around
No quick access to law enforcement to detain attacker.

Even if she went to the police station, she might not have enough info to give. Much like fraud and scams that involve little money, these incidents usually won’t be investigated. In the worst case scenario if you’re caught, deny as if your life depended on it.

These are all pretty cliched ideas, nothing original for sure, I will get a book on the subject matter of investigating sexual assault, become familiar with their methods, and hopefully discover some loopholes.
