I'm new at this, so please bear with me. I belong to a group that is having a holiday shopping event where people will set up their products to sell. I'm thinking of selling my gift certificates, but want something a little more. I was thinking of making up gift bags that would include the gift certificate along with some products or samples of lotions, etc.

my question: do I need to get a retailers license for this sort of thing or can it just be considered selling a gift certificate that happens to be packaged in a pretty bag with a few other goodies?

any ideas or threads to point me in the right direction would be helpful!
