Firstly there is the well-traveled Changde Lu which runs north-south in Jingan District, please see the circled area in the first image below. The area we are interested in begins a few blocks north of the Portman Ritz-Carlton hotel on Nanjing Lu and extends pretty much all the way up to Changshou Lu. There are "barber shops" both on Changde Lu and near vicinity on many of the side streets that run east-west. Don't expect hygenic conditions, if that's what you want stick with the hotel saunas/beauty parlors and in-room service.
