Sheriff: Ballston Spa massage parlor promoted prostitution

BALLSTON SPA — An investigation into alleged illicit activities at a Ballston Spa massage parlor led to the arrest of four people Thursday.
The Saratoga County Sheriff's Office says a lengthy investigation revealed that the Oriental Spa at 357 Milton Ave. was allowing and promoting prostitution. Though it was licensed as a massage parlor, authorities say the business did not employ any licensed massage therapists.
Three Chinese nationals and one Broadalbin man were charged.
Xiu Fen Feng, 56, and Lawrence B. Boutillette, 71, were charged with promoting prostitution and unauthorized practice of a profession, both felonies.
Limei Ning, 43, was charged with unauthorized practice of a profession, a felony, and prostitution, a misdemeanor.
Kanjwei Liu, 48, was charged with unauthorized practice of a profession, a felony.
All four were arraigned in Milton Town Court and sent to Saratoga County Jail in lieu of bail or bond as they await further proceedings.
