I agree that you should have female locker room attendants wearing sexy bras and panties, or even thongs for that matter. I don't want any of the guys to lose their jobs though. Maybe you can move the men to another role to keep them employed. Perhaps doorman, or cleaning and maintenance. And I don't think the females would have much of a problem with harassment. Most men are pretty respectable.

I think with both male and female locker attendants would work since all your customers are very polite and also self image is very important, I don't think customer would mess around with them.
