Of course you can call and book a specific person. I always call and book Suki or whoever I want to see on that day. If I walk in without booking her, they will give me whoever is available at that time.

I imagine the girl answering the phone may not be good in English. What she probably means is booked for you; please come over. I never have issues booking the girl I wanted. You can ask the person's name who answers the phone, so if anything happens, you can get the person to be responsible.
