Yes, but its similar to a YMMV situation. I'd stay away from the US-owned hotels which only appeared when Americans could legally enter Cuba ~2016. Those US-owned hotels sometimes have US Staff as well as cameras, and you could get kicked for something as simple as more than the alotted guests in your room, so if you're keeping female hotel staff in your room and its caught on camera you risk cutting your vacation short.

The non-US owned hotels, the housekeeping/general staff get paid the equivalent of $10-$20 a day, $20 is the high end. Even under those conditions, it doesn't mean they're all 'desperate' for extra cash. Alot of them, mainly the moms/older women have principals and loyalty to their husbands. To be clear I never outright pick someone on the first day at check in. Once I spend 1-2 days at the resort, I'll notice the housekeepers who, if not cleaning my room are cleaning the rooms close to it. If they're young and attractive I'll strike up a conversation, and you can gauge pretty easily if they (1) ignore you, or (2) seem very pleasant/willing to stop what they're doing to flirt. In the case of (2) its when I make the move in the message above.
