The difference between the two is that body rub parlours are allowed full nudity and the bodyslide aspect. I will admit that the "stimulating by any means" in the definition is very vague and pretty much encourages prostitution, which is illegal. Unlike Toronto, the Peel and Durham by-laws specifically outline what's allowed and what's prohibited. In both by-laws, sexual contact/services are forbidden.

The law is an ass, if it is not being enforced. I never said anything was " legal" but before the lockdowns and actually even now if you know where to look, prostitution is happening and the risk of getting arrested is nil unless someone is doing under aged prostitution or human trafficking in which case LE and the courts will have zero tolerance.

If an adult prostitute and their john wish to get together, it would appear by the enforcement that LE in Ontario have no interest at this time in enforcing bill C-36. If a law is not enforced then it is in effect in paper only. Why do you think that the sex trade in Ontario is a billion dollar industry with virtually zero arrests ?
