I meant a doctor may not prescribe you PEP because the probability of catching HIV from a single one-off unprotected vaginal sex episode, even if your partner was confirmed positive, is low. Non-zero, but low. So you need to be persistent and if you are vague, the doctor may realize that you probably had sex with a high risk individual without you having to actually confess to a crime.

When a condom breaks, the best way is to pullout and take a shower and wash front and back .

No feds. Your positive test automatically gets reported to the local health department (city level). You are told to get treatment. They schedule a follow up call. Once you have a clean test, all records of your negative test are deleted.
