No, the United State is a Republic, and nothing in its constitution mandates a two party system. Practically speaking, American governments have ever only been formed by one of the two parties, but independents have played a role.

That action cause the border to be inundated. As distasteful as it was to separate kids from their families and hold them, Trump was just following an existing law. Kids could not be held in jails and so separate arrangement had to be made.
